Indian Council Act (Minto-Morley Reforms), 1909 AD

Lord Minto, the then Viceroy, put his political and constitutional reforms plan in front of the British Parliament in collaboration with the Secretary of State for India, Lord Morley, to bring Congress moderates and Muslims in his favour.  In 1909, the British Parliament passed the scheme which is known as Minto-Morley Reforms or Indian Council Act, 1909. Three types of members were placed in the Central and Provincial Legislatures and three types of electoral system were arranged by this Act. The rights of members and legislature were also increased
